Key features of the scheme

  • Financial security of agricultural workers – The objective of the new scheme will ensure better earnings for the farmers. Financial assistance increase crop growth. They can sell these crops in the registered markets and earn a higher income.
  • Financial benefit promised – The selected beneficiaries of this agricultural development project will attain Rs. 12,500 every year. This financial assistance will meet the cropping requirements of the beneficiaries.
  • Tenure of payment – The specific financial grant will be deposited in the bank account of the beneficiary once each year.
  • Assistance for Rabi crop – This year, the scheme will be launched in October. Thus, every selected beneficiary can utilize the money to prepare their farm land and purchase seeds for the Rabi cropping season.
  • Total number of beneficiaries – It has been highlighted by the state authority that around 50 lakh agricultural workers will fall under the eligible category.
  • DBT facility – For better service and transparency, the monetary assistance will be directly transferred in the beneficiary’s registered bank account.
  • Free power – It is impossible for the farmers to operate their water pumps without electricity. The state Chief Minister wants to offer power to the needy agricultural workers at no extra charges.
  • Water supply – Apart from supplying electricity, the state authority will also take the necessary steps to ensure that all farmers have easy access to artificial water supply or irrigation facilities.
  • Storage facility for crops – Poor farmers lack adequate crop storage facilities at their homes. The state will offer state of the art crop storage houses, for these farmers. These storerooms can eliminate the chances of crop decay.
  • Fixing minimum support value of crops – In case of adverse climatic conditions, the state authority will fix the price of the main crops. Thus, no buyer will be able to force the farmers to sell the produce at low rates, and take advantage of these needy individuals.
  • Farmers’ insurance coverage – The scheme also ensures the financial security of the farmer’s family. In case the beneficiary meets with an accident or passes away, the Andhra Pradesh government offers Rs. 5 lakhs as an insurance coverage.
  • Premium payment – Another benefit that this scheme offers is insurance coverage for the selected beneficiaries. However, the poor agricultural workers will not pay the premium. The Andhra Pradesh government will make the premium contribution for the beneficiaries.

Eligibility for the applicants

  1. Residents of the state – The applicant must be residing within the borders of Andhra Pradesh legally and permanently.
  2. Marginal and small agricultural workers – The primary beneficiaries of the scheme must fall in the marginal or small farmer category.
  3. Landless tenant farmers – Under the revised rules, the state has also included the tenant farmers to attain the financial assistance. These agricultural workers do not have their own land, and farm on the land on another person.
  4. Land measurement – The guideline highlights that the farm plot cannot be more than one acre. The same rule applies for farmers associated with sericulture and horticulture.

Farmers who will not attain the benefits of this scheme

  1. Constitutional post holders – If the applicant is currently holding or previously held a constitutional post, then he will not be allowed to get the benefits of this scheme.
  2. Members of any governing body – All agricultural workers, who current are associated with any department of the Gram Panchayat office, cannot get the benefits. Agricultural workers, who held a seat the Rajya Sabha or Lok Sabha will also be banned from this project.
  3. Employees or retired government employees – If the farmer or any member of his family is or was employed in any state or central government department, then such individuals will be left out of the scheme.
  4. Monthly income related criterion – In case the applicant gets Rs. 10,000 or more regularly each month, then the state government will not permit the application of such farmers.
  5. Tax paying farmers – Some farmers may be associated with other professions as well. If the applicant falls under the income tax or GST tax category, then he will be barred from getting the perks of this program.

Documents necessary for application

  1. Residential proof of the applicant – It is pertinent for all the interested farmers to produce their residential papers. The residential documents must be issued by the Andhra Pradesh government.
  2. Registration certificate from the state Framers Association – Only those agricultural workers, who have proper certificate, issued by the AP Farmers Association will be granted the permission to get the monetary perks.
  3. Identification documents – It is imperative for the interested candidate to offer their Aadhar cards for scrutiny.
  4. BPL certificate – The primary beneficiary of the scheme is those farmers who live below the poverty line. If any interested applicant wants to attain the financial benefits, then he must possess the BPL certificate.
  5. Caste certificate – If the farmers hail from the schedule caste, schedule tribe, minority communities or BOC groups, then the applicants must submit official certificates, which support these claims.
  6. Land registration documents – Due to the land measurement limitations, mentioned in the scheme, land owing farmers need to furnish the farming plot registration documents, during application.
  7. Certificate for landless farmers – If the farmer does not possess his own land, and works on someone else’s plot, then he must submit a certificate that highlights these details. The certificate can be acquired from the Gram Panchayat Office.
  8. Bank account details – The state government requires the bank account details of the applicants so that the money can be transferred easily. The bank and branch name, account number as well as the branch code and IFSC code are required for this.

How to get application form and register for the scheme?

The state government has already announced that the scheme will be put to action from mid-October. So, an official website of this scheme will be launched during that time.
